Hi Sucheta,
It is disappointing to learn that you also believe that the foundation is controversial. For last three years, I have donated thousands of hours to sustain the fight and to keep the fight alive, only to hear this from respected members of society. I only have two hands and limited hours and therefore not able to reply to thousand of baseless emails, resulting in some people spreading vindictive rumors. The foundation has always been transparent and foundation’s tax-returns are available at the website. Based on the advice of board members and lawyers, I was told that keeping the website updated with the latest tax returns is all that is required. Therefore, it will not be reasonable to blame the foundation.
Minnie knows how we have worked together for more than one year to come to a stage from where it seems that the documentary will be a reality. I have been working hard to raise funds for the documentary for last one year. We will complete the documentary and will also distribute it worldwide. Once again, these are the same people (who have created obstacles before) raising baseless allegations and yet again trying to thwart a sincere effort. I leave this to you and others what to make out of it.
The foundation is funding the documentary and once again I have distributed the budget via foundation’s yahoogroup and other electronic groups, keeping it transparent. I have also attached it here for those who are “concerned” about the transparency.
As I mentioned before, I am writing this email to make foundation’s stand clear and to stand beside Minnie who has been very brave to come out and help the foundation. Neither I nor Minnie will have time to reply to every individual email.

Minnie Vaid is a friend, former hostelmate and colleague. Personally, I think her documentary on Satyendra Dubey will probably be the only lasting thing to come out of this now controversial foundation. It is such a pity that Minnie’s efforts — partly at her own cost — have been dragged into the mess. For this I blame those who are in charge of the foundation and have not been very transparent in the past. It is now upto all of us to ensure that Minnie is able to get the funding (raised from people around the world who were horrified at Satyendra Dubey’s death and humbled by his courage) to complete her film. We must also ensure that it is widely distributed and seen by everybody who cares for the truth — even if it means getting on to a more non-controversial platform. I hope Dhananjay takes note of this and makes the effort to respond to Minnie’s email. His changing stance on the controversy over funds does no credit to his brother’s memory. He must come forward now and vouch for what Minnie has said in public and also ensure that her film is out in the public domain in the quickest possible time. a whole year passed and he told me skdf was not able to generate that amount, following which i submitted a proposal for a half hour documentary , with absolute basic costs, and sent the proposal for Rs 4,05000.
Out of this amount i have received Rs 2,20,000 for the shoot which begins this 23rd Sept…..i hve personally not charged skdf ONE single rupee for the work done by me over 2 years, researching and calling up people in Bihar and Delhi, for the film.
In fact, last year, i attended satyendra”s sister Kusum”s wedding in shahpur, sivan,bihar, and shot a few scenes on my personal handicam,which i will be using in the film also.
I HAVE NOT CHARGED SKDF AT ALL FOR THIS EXPENSE.
2) since i am a journalist of repute, i could have got funding for this film on my own, after approaching shekhar gupta of the Indian Express, whom i know professionally and personally and it would have been much quicker to do so.
But, i wanted the film on skd to start with the words…..” the family and friends of skdubey and the SKDF presents…..” and that is why i ahve been working, without encouragement from anyone and without payment, for the last 2 years, on this project. I hve also refused other lucrative offers of films in the last 4 months so that this film could be completed before the 3rd death anniversary on nov 27.
it is certainly not motivated by any “cheap or political” agenda……i would like to get a reply from those who have alleged this, without checking with me or my credentials.
3) what skdf has done with their funds collected so far and how they have spent or ” looted” it, is not my concern and i have no knowledge of the same.
i am only and have always been, interested in making a great film on skd since i read the express articles 3 years ago.THAT IS MY ONLY AGENDA and pl note that my fee for the entire project is less than what i will be paying the technicians for this film, and it is a quarter of what i normally charge for direction of a half hour film.
i have not billed skdf for any of the expenses i have personally incurred while researching and doing pre-production of this film….i will post the entire budget break-up of the total amount of the film, ie Rs 4,05000 (four lakhs and five thousand, only) for anyone who is interested.

Dear Sucheta, You have got the response from Mr. Amman and he has ignored as ussual all the necessary accountability. It is unfortunate that Ms. Vaid is getting involved in this project not that we are against such a documentary but as long SKDF and its board is involved and there is still a dark cloud over the Foundation, she may like to work independtly. We are quite sure that contributions will come for such a documentary from all sources but I doubt if anyone is interested to send any funds to SKDF accounts in USA. The reply to your letter should indicate you that why anyone should furnish any contributions to a private held party. The SKDF is not a Tax Free Foundation. Mr. Amman also have written that SK does not mean Satyndera and thus therre lies the truth. It is more or less for personal glory. It is shame that name of the Martyr had been so badly abused and yet instead of walking away or giving full details, Foundation is asking for funds. Regards shadi

This is my message to which you have responded.
It will be a biggest shame and disgrace for this country that SK Dubey’s sacrifice and initiative to end corruption in our Civil projects is trivialized.
Since you are a generalist you have access to much more material on SKDF, in some places people refer to SKD as Bhagat Singh of Bihar. IE has over 100 stories on SKD.
Let me explain SKDF was meant to dilute and destroy National Highway Scam. We always suspected for three years that idea of film is “Trivialize & Downgrade” the sacrifice for SKD. SKDF deliberately sabotaged investigations and never wanted to raise real charges made in SKD letter of Nov.11, 2002.
A person of your stature can get bank loan or get funds from creditable sources not ones who even sold SKD “Kaffan”.
Get a copy right of script, if you have a good script you will get funding in crores or colaboration and do a professional job. Don’t involve political agents and dirty people SKDF.
We don’t need Rs.2 lakh or Rs.5 lakh tamasha. Do a serious job.
I am just posting few important lines from SKD letter.
“A dream project of unparalleled importance to the Nation but in reality a great loot of public money because of very poor implementation at every state.”
“But in reality, they are getting most of the work done through numerous small petty contractors (main contractors are supplying only a few critical equipment & materials) at 50-60 per cent of the price quoted by them and the rest 40 per cent of contract price is being pocketed by them without much effort. In the process, the main contractors are working just like commission agents.”
“However, when it comes to the actual execution of works, it is found that most of the works (sometimes even up to 100 per cent) are being sublet or subcontracted to small petty contractors who are not at all capable to execute such big projects and ensure the quality of construction”
“The entire mobilisation advance of 10 per cent of contract value (which goes up to Rs 40 crores in certain cases) has been paid to the contractors within a few weeks of award of work but there has been little follow-up to ensure that they are actually mobilised at site with the same”
“The curriculum vitae of professionals are invariably being fabricated and manipulated by consultants to get approval, as the NHAI officials are not asking for any documentary proof in support of the qualification & experience claimed. Instead they are abetting this crime.”
”The contractors are getting customs and excise duty exemptions on most of the road construction equipment. However, because of laxity on the part of NHAI, the contractors in many cases are buying equipment on behalf of or for other parties and appropriating a portion of the excise/custom duty exemptions in their pocket.”
It is a serious matter so don’t trivialize it.

Killing & Selling Of SK Dubey Body & Soul
Dear Shadi,
Thank you for alerting me to this latest development about continued exploitation of SKD who have not yet accounted for crores in donations already swindled.
It is a shame that IITians had failed to come forward to protect the legacy of SK Dubey who single handedly challenged the “Corruption” and “Loot” in India’s largest public works of national highways.
Like we see in Animal Planet where even lions abandon their dead for vultures to consume, SK Dubey’s body and soul were sold out by human vultures in Kalyan Panda, Atal Bansal and Ashutosh Aman Mishra.
The only testimonial of his great sacrifice for the country that ought to have inspired the coming generations was not even put up on Sham organization SKD Foundation home page, founded to “Cover Up” greatest loot in India.
A letter that ought to be “Bible” to all nationalist organizations in the world has no place in SKDF.
Agents of the cover up operation are active again to further tarnish his image by coming out with “Cheap and Politically Motivated” documentary. The “Loot on Grand Scale” is replaced with his sacrifice “To go back to his roots”.
Consequently we get even 10 to 100 times bigger scams in SEZs.
Madhur Bhandarkar or some reputed filmmaker should take up this important project and make a reality-based film.

2) since i am a journalist of repute, i could have got funding for this film on my own, after approaching shekhar gupta of the Indian Express, whom i know professionally and personally and it would have been much quicker to do so.
But, i wanted the film on skd to start with the words…..” the family and friends of skdubey and the SKDF presents…..” and that is why i ahve been working, without encouragement from anyone and without payment, for the last 2 years, on this project. I hve also refused other lucrative offers of films in the last 4 months so that this film could be completed before the 3rd death anniversary on nov 27.
it is certainly not motivated by any “cheap or political” agenda……i would like to get a reply from those who have alleged this, without checking with me or my credentials.
3) what skdf has done with their funds collected so far and how they have spent or ” looted” it, is not my concern and i have no knowledge of the same.
i am only and have always been, interested in making a great film on skd since i read the express articles 3 years ago.THAT IS MY ONLY AGENDA and pl note that my fee for the entire project is less than what i will be paying the technicians for this film, and it is a quarter of what i normally charge for direction of a half hour film.
i have not billed skdf for any of the expenses i have personally incurred while researching and doing pre-production of this film….i will post the entire budget break-up of the total amount of the film, ie Rs 4,05000 (four lakhs and five thousand, only) for anyone who is interested.

NEW DELHI, AUGUST 11:The CBI has reiterated before the Supreme Court that there is no invlovement of any contractor mafia in the murder of NHAI engineer Satyendra Kumar Dubey. Instead, investigations had established that Larsen and Toubro, which was the main contractor for the road works, had violated contract conditions in sub-letting the work, it said.
‘‘During the investigation of Satyendra Kumar Dubey’s murder case, involvement of any contractor/mafia was not found. Investigations named four accused — Mantu Kumar, Udai Kumar, Pinku Ravidas and Shravan Kumar, all residents of Katari village in Gaya, Bihar. They were arrested and the CBI also recovered Dubey’s personal belongings and the weapon used in the crime on the disclosure statements of the accused,’’ the status report filed by CBI in court said.The report has been filed in response to a PIL seeking an independent Supreme Court-monitored probe into the murder.‘‘Accused Shravan Kumar gave full and voluntary disclosure about the incident and he has been made an approver and given pardon by the Chief Judicial Magistrate, Gaya,’’ the report said.
The agency, however, claimed that it had found to be correct charges of sub-contracting as mentioned in the letter of Dubey to the PMO.
It said a case had been registered against S.K. Soni, former project director of NHAI, Koderma, and others on allegation of criminal misconduct for causing undue pecuniary advantage for the contractor, who sub-contracted the road construction work to unapproved and incompetent agencies against contract provisions.
Meanwhile, petitioner — Parivartan, an NGO — today opposed the report and said there was a total lack of progress in the probe and apparent lack of will to unearth the truth.
‘‘The CBI has deliberately let off the rickshaw-puller who was the sole independent eyewitness to the crime,’’ the NGO said in an affidavit. ‘‘CBI has concluded this was a robbery, when it has been clearly stated by the local police that robbery-related murders are almost nil in that region… The CBI has also ignored the statement by the SP that the evidences indicate very clearly that this was not a robbery,’’ it added.

At the same time it does not surprise me to know that this happend in Bihar, the most blemished state of our country, run by the scums of our society on top of which the name Laloo Yadav features. That state should be under president’s rule and a millitayr like admistration should be incorporated. We not only lost one from the cream of Indian brains in Mr Dubey, we also lost a rare blend of honesty, inteligence and integrity. His life laid while giving shape to your dream (which we share) of the golden quadrilateral. All because of the calous attitude of your esteemed office!! You are one of the very few national leaders who is loved even by the opposition, by people who dont believe in your ideologies and who dont elect your party to power. The damage done cannot be undone. But, the least that is expected is an expression of solidarity and conviction to the cause some one as brilliant as Mr Dubey had to prove in his death. And your high office is dissapointing to the point of loss of credibility. You promote people like Judeo and do nothing in this case such is the irony of Indian democracy. The God’s are too busy fighting among themselves, people in power are fighting to stay in power or topple each other and the vast majority of us Indians left to marvel at “Mera Bharat Mahaan”. NEW DELHI, DECEMBER 2: The Government’s stand on Satyendra Dubey’s complaint to the Prime Minister isn’t known yet—except for Union Minister B C Khanduri’s comment to this newspaper that he ‘‘can’t recall the letter.’’ But the Ministry of Road Transport & Highways’ half-yearly progress report on the Golden Quadrilateral makes one thing clear: the stretch Dubey was working on has one of the worst track records in the nation. • Progress on the 60-km stretch between Aurangabad and Barachatti in Bihar was a mere 4.04% in nearly nine months after Dubey’s complaint letter was passed from the PMO to the Ministry to the National Highway Authority of India.
The progress on the World Bank-funded section as on January 30 this year was just 5.86% compared to the target of 18.76%
• By September 30, the stretch could progress to only 9.90% as against the targeted 38%.
These figures are among the lowest and are abysmal when compared to progress in a 110-km stretch in Andhra Pradesh. The Nellore-Tada section achieved 93.67% progress as against the target of 92.51% as on September 30.
The tardy progress on the Aurangabad-Barachatti section also meant slow disbursal of funds by the project officer. As against Rs 105.8 crore that was sanctioned for disbursal between April 2003 and March 2004, a meagre Rs 17.77 crore was paid in the first six months.
The situation was no different in the previous fiscal year. As against the sanctioned amount of Rs 71.05 crore, the money disbursed for the whole year was Rs 32.42 crore.
At no place does the Ministry’s report give any reasons for the slow progress.
